MADISON (WKOW) --A Sauk City man is arrested for impaired driving in an accident that killed a pedestrian in Madison.
Madison police say the crash happened around 7:15 p.m. Thursday. Witnesses told police the driver, Adam M. Sutter, 25, was speeding and ran a red light as he was turning onto East Washington Avenue from North Stoughton Road. Officials say a 36-year-old woman was properly in the crosswalk when she was hit by Sutter's car.
Police spokesperson Joel DeSpain says toxicology tests will determine what substances were in Sutter's system at the time of the collision.
"He was cooperative, but his speech was very slow, and some of the statements he made didn't really connect with investigators. It wasn't really making a lot sense to them in some of the things he was saying," DeSpain says.
DeSpain says another motorist, a health care worker, performed CCR (cardiocerebral resuscitation) until paramedics got to the scene.
"I saw people standing around the woman, and all I could think of is no one's helping her," Madison Veterans Administration Hospital certified nursing assistant Erica McCullough tells 27 News.
McCullough says it was difficult to disguise her emotions as she attempted life saving efforts. "Because I was in tears while doing CPR (caridopulmonary resuscitation). Because I could see that I wasn't getting much out of her, much of a response," McCullough tells 27 News.
"I did everything I could, I keep telling myself, 'You did everything that you could, and that's all you can really do," McCullough says.
Sutter is tentatively charged with operating a motor vehicle while under the influence.
Court records show Sutter was charged with felony attempting to flee from a traffic officer in Dane County in 2010, but was found not competent to stand trial due to mental illness.
A spokesperson for the Dane County Medical Examiner says the identity of the victim will only be released after the completion off an autopsy.

UPDATE (WKOW) -- The Dane County Medical Examiner confirms the pedestrian hit by a vehicle Thursday night in Madison has died.
The person was hit on East Washington Avenue at Stoughton Road around 7:15 p.m.. E. Washington was closed for several hours. The pedestrian was taken to the hospital.
The Dane County Medical Examiner confirmed early Friday morning the pedestrian died from injuries sustained in the accident.

Police say the pedestrian was hit while crossing the road and was taken to the hospital with serious injuries.
The pedestrian's name has not been released.
There's no word on the condition of the driver, or whether anyone will be cited in the incident.
